Abstract

Ballot Measure 9 is unprecedented in state or national politics. The anti-gay initiative would amend the Oregon Constitution to label homosexuality as “abnormal and perverse.” The measure, sponsored by the Oregon Citizens Alliance, would prohibit state, regional and local government agencies from promoting or encouraging homosexuality, as well as pedophilia, sadism and masochism. An analysis of key questions is provided with summaries of opposing and supporting viewpoints.
