This study began with an attempt at gathering information on student councils and student governments in the high schools of Washington and adjacent counties in 1951. It grew to include the Social Activity Program of the Portland high schools and the results of this program. As seen in the light of the juvenile delinquency problem of Portland, the need of a social activity program in the schools becomes apparent and the values accrued from it over a six year period since its beginning may be examined. This study should show that for Oregon at least, democratic processes are taught in the public schools. It is with this hope in mind that the study is presented
