Abstract

The work of Stern and lnverso suggests that there is an unmet visual need at juvenile resident facilities since Early and Periodic Screening, Diagnosis and Treatment (EPSDT) procedures were not always sensitive enough to identify juveniles with vision problems that may effect learning. It has been found throughout the literature that visual defects contribute to reading and learning difficulties. Comprehensive vision programs should be implemented in juvenile facilities for this reason. This manual is a list of steps to enable the Optometrist to institute a vision program for local juvenile resident facilities, private schools, detention facilities and the like. The reader will find many helpful suggestions and an extensive, information filled appendix.
