The objective was to review and address gaps found in the school-based mental health literature by conducting a needs assessment and initiating first steps in the development of a mental health needs survey. A convenience sample of 15 school personnel and 73 parents were surveyed regarding perspectives of mental health problems among 8choolaged youth found in an Oregon elementary school. Alpha coefficients for the various subscales on the Mental Health Needs Survey ranged from .82 to .99. A high level of agreement between parents and school personnel was found regarding perceived needs and barriers to mental health services. Further, this research did not support previous research that Hispanic youth have higher rates of mental health problems compared to Caucasian youth.
