Abstract

J. Edgar Hoover, the head of the FBI, delivered a recent speech excoriating indecent literature and photos sold on newsstands and blamed them for higher rates of certain crimes. Hoover suggested that higher fines and legal penalties may take the financial incentive out of producing and distributing the materials. The writer agrees with this sentiment.
