The purpose of the present study was the preparation of a handbook for school administrators that should be functional in nature, based on administrative practices that have proved successful, and geared to the needs of the small school system. The experiences of the investigator as an administrator in small school systems have revealed to him a need for a quick source of practical information bearing on the subject. The usual method of obtaining such information finds the administrators going to reference books in education that give explanations pertaining to situations in general. The professional wording of the laws does not make finding answers any easier. Obtaining advice from experienced administrators is not always satisfactory. Publications of large school systems might not be either available or applicable. A manual, containing the desired information and applicable to small school systems, seemed to be the answer.
