Springfield changes policy on R-rated videos

The Springfield City Council rescinded its decision to ban children under 16 years of age from borrowing R-rated videos from the Springfield Public Library. Under a new council rule, parents will be able to notify the library whether their children should have access to the videos. The ACLU contends the new rule is also unconstitutional and violates the right to free speech.
