Don't handcuff library

The author criticizes the Springfield City Council's decision to prevent children younger than 16 from checking out R-rated videos from the Springfield City Library's collection. It is his/her belief that parents should decide what materials their children borrow rather than the government. Under the former policy, parents signed off on a child's library card, and once issued, the child could borrow any items from the library.
