Abstract
The State Department issued a statement in line with President Eisenhower's philosophy that blanket proscription of books because of author or subject matter is unwise. The State Department said they would only remove books from overseas U.S. libraries whose intent is to further the Communist conspiracy and undermine the current government. This decision would only be limited to government-run libraries abroad, and assurances were made that independent companies and individuals would be free to buy and sell reading materials they wanted.
