The Crisis Intervention Team (CIT) program was originally developed by Memphis Police Department for police personnel in dealing with persons in mental health crisis. Law enforcement agencies across the country adopted the CIT model, which has become a best practice model for police officer training. This dissertation describes the development of a CIT program for the Clackamas County Sheriff's Office, community partners, and police agencies within the county. The author provided consultation services in the implementation and training program and provided feedback to the sponsoring agency obtained from class evaluation fonns and relevant research. The author also furnished information to assist the department in evaluating the program.
